Actually this is mutual benefit to developers and google both. I can not see the logic why google won’t do like this. Well blending ads with websites will definitely increase CTR.

Yes, Google actually actively supports good Ads blending into your sites and they DO support everything giving your higher CTR – because every click YOU get is of course also their profit
